HomeMy WebLinkAboutResolutions - 2008.09.04 - 9660Public Services Committee Vote: August 2 1 , 2008 Miscellaneous Resolution #08170 BY: Public Services Committee, Jeff Potter, Chairperson RE: Circuit Court - Family Division - Oakland County Child Care Fund Budget 2008-2009 TO: The Oakland County Board of Commissioners Mr. Chairperson, Ladies and Gentlemen: WHEREAS, Pursuant to provisions of Act 280 of the Public Acts of 1975, Oakland County is required to develop and submit a plan and budget for the provision of funding offoster care services to the Bureau of Juvenile Justice, Department of Human Services, annually; and WHEREAS, The Oakland County Circuit Court - Family Division. County of Oakland, and the Oakland County Department of Human Services have developed the attached foster care services budget for the State's fiscfal year, October, 1, 2008 through September 30. 2009; and WHEREAS, The Public Services Committee has reviewed this budget and recommends its submission to the State Office; NOW, THEREFORE, BE IT RESOLVED, That the Oakland County Board of Commissioners authorizes submission of the 2008-2009 Oakland County Child Care Fund Budget to the Bureau of Juvenile Justice's Child Care Fund Unit. Note: Case record content for all foster care cases, under the supervision of a county DHS, should be •maintained according to Services Manual Item 722 (6a-9). It is suggested that all IHC material be kept in the first inside section of the foster care file. IHC service purchases from a private or public provider requires a contract unless the service is supportive of a large component (i.e., clothing or dental work for a youth serviced through an established IHC program as for example, intensive supervision). These non- scheduled payments do not require contracts. Only .IHC expenditures described in the Annual Plan and Budget and approved by Child and Family Services are reimbursable. IHC funds and services are subject to state review and audit and non-compliance with the above restrictions and requirements may result in withholding or repayment of state reimbursement. All IHC contractual services purchased with county appropriated monies shall be the sole responsibility of the county. The signature of the County DHS Director must be with authority from the County to enter into contractual agreements on behalf of the County for the expenditure of the County Child Care Funds. The county must have all NC contracts processed through the county's formal contract approval procedures. Fiscal Note (M.R. #08170) September 4, 2008 BY: Finance Committee, Mike Rogers, Chairperson IN RE: CIRCUIT COURT/FAMILY DIVISION - OAKLAND COUNTY CHILD CARE FUND BUDGET 2008-2009 To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above-referenced resolution and finds: 1. Under the provisions of Act 280 of the Public Acts of 1975, Oakland County is required to develop and submit a plan and budget for funding foster care services to the Child and Family Services Office of the Bureau of Juvenile Justice, Department of Human Services annually. 2. The Circuit Court/Family Division and the Oakland County Family Independence Agency has developed the foster care services budget for the period covering October 1, 2008, through September 30, 200p. 3. The figures provided are estimates for State Child Care Fu4d budgeting purposes only, based on current available data and may not reflect the eventual adopted budget and/or expenditures for this program. 4. The application reflects $33,047,077 in gross expenditures and $2,300,000 in offsetting revenues, leaving a net expenditure of $30,747,077. 5. Net expenditures are shared 50/50 by the State and County rendering a State reimbursement of $15,373,539 should the State approve the budget and the County expends the funds. G. The FY 2009 County Executive Recommended Budget for State Reimbursement is $13,200,000. 7. If necessary, a budget amendment will be recommended at the time of accepting the contract agreement.
