RE: BOARD OF COMMTARTnNTIRS - INCORPORATING "BUY OAKLAND; BUY 6CAL FIRST"
POLICY IN PURCHASING PROCEDURES
TO Oakland County Board of Commissioners

Chairperson, Ladies and Gentlemen:
WHEREAS a commitment to reinvesting in our local economy is an essential element
to the ongoing etability and growth of local businesses based in Oakland County
and toe Sta:e of Micnigan; and
WHEREAS in 1992, with the adoption of Miscellaneous Resolueion #92057, entitled
Made in the UST., the Oakland County Board of Commissioners affirmed "that it was
in the best interest of the United States and the Ccunty of Oakland to promote
the purchase and use of goods and services manufactured and/or originating in toe
:nieed States; and
WHEREAS Y.R if92057 is incorporated into Section 24C0.: of the Oakland County
Purchasing Policies and Procedures - providing that when Oakland County makes a
purchase of $1C,CC0 or more, the County of Oakland shall give preference to
products manufactured in the United States when they are available at competitive
prices and are of equal, superior., or similar quality; and
WHEREAS a recent study in West Yfehigan concluded that for every $.1.0D spent at
a local independent bueiness in the loca] Greater . Grand Rapids region, $73
circulated within the local economy ceneraseec to only 343 when 1=he same
amount was spent at a Lon-local business; and
WHEREAS Oakland County has a compelling interest in economically strengthening
county-based enterprises; and
WHEREAS ecenemicallv strengthening small and county-based enterprises woued
improve the region's ecenomy and aid in the reduction of the unemployment
rate; and
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
hereby affirms that Oakland County has a responsibility to ereate and maintain
job cppertunities for residents ot the county and to ensure that county-based and
Michigan-based enterprises have a reasonable share of toe contracts awarded by
Oakland County.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners establishes
a purchasing preference policy for products manufactured locally and services
provided by businesses based in the County of Oakland, the State of Michigan
and/cr the -...Tnieed States.
BE IT FURTHER RESOLVED that bids received for goods manufactured or services
provided by busineeee located in the County of Oakland stall be deemed
reasonable and cempeeitive if they are five (5%) percent or less above the cos':
of goods manufactured and/or services provided by businesses not located in the
County of Oakland.
