HomeMy WebLinkAboutResolutions - 2009.03.05 - 9843MISCELLANEOUS RESOLUTION #09035 March 5, 2009 BY: Finance Committee, Tom Middleton, Unairperson IN RE: DEPARTMENT OF CENTRAL SERVICES AND RISK MANAGEMENT — COUNTY OWNED VEHICLES — FLEET EXPANSION OF SEARCH AND RESCUE TASK FORCE VEHICLES To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners adopted a resolution that requires the addition of vehicles to the County auto fleet to be approved by the Board of Commissioners (MR #93230 and #94357); and WHEREAS Oakland County will be in possession of various specialized search and rescue vehicles including one (1) logistics trailer, one (1) medical trailer, one (1) communications vehicle. one (1) heavy rescue, two (2) box trucks, two (2) sprinter vans and four (4) 4x4Pickups: and WHEREAS the funding for the purchase of the search and rescue vehicles will be paid entirely from Homeland Security Grant funds from the Urban Area Security Initiative (UASI) in an effort to stand up Michigan's first Urban Search and Rescue Task Force: and WHEREAS Oakland County acts as the Fiduciary Agent for the UASI grant funds; and WHEREAS the vehicles will be temporarily housed in a leased facility as previously approved by this Board in MR 08259, and will permanently be housed in a facility identified in Independence Township; and WHEREAS all participating agencies that operate the specialized vehicle are required to sign an interlocal agreement setting forth the terms and conditions surrounding use of the vehicles as previously approved by this Board in MR #09018. NOW THLKLI-UHE bh II KESuLVED that the Oakland County Board of Commissioners authorizes the expansion of the fleet by twelve (12) search and rescue vehicles to be assigned to Risk Management. Oakland County Department of Risk Management and Central Services 2/26/09 Acceptance and Approval of motor pool fleet expansion Mr Operation of Search and Rescue Emergency Response Vehicles Search and rescue vehicles and equipment are being purchased from monies from the FY06 and FY07 Urban Area Security Initiative Grant. The vehicles and equipment will be used by the Search and Rescue Task Force which is comprised of members from the Urban Area Security Initiative Region, but largely from the personnel from Oakland County Fire Departments. Oakland County acts as the Fiduciary Agent for the UA.SI Region. The search and rescue vehicles will be titled to Oakland County. As such, the County Administrative Staff and Corporation Counsel developed an Interlocal Agreement setting forth the terms and conditions under which Task Force members may operate the vehicles and outlining the rights and responsibilities of the parties. This Board approved the Interlocal Agreement on February 5, 2009 (MR09018). The FY06 and FY07 Grant also permit monies to be used to lease space to store said equipment and vehicles. The vehicles will be temporarily housed in a leased facility in Oakland County as previously approved by the Board of Commissioners on November 20, 2008 (MR08259). The vehicles will be permanently housed at an identified facility in Oakland County (Independence Township), Attached is a list of the vehicles scheduled to be purchased with Homeland Security Funding. Recommendation It is the recommendation of the Department of Risk Management and the Department of Central Servs ices that the Oakland County Board of Commissioners accept and approve the search and rescue vehicles as an addition to the County's Auto Fleet.
