MISCELLANEOUS RESOLUTION #09091 _

IN RE: HUMAN RESOURCES DEPARTMENT — BUDGET TASK REDUCTIONS
To The Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Executive has assigned new departmental budget tasks and
declared a triennial budget plan for fiscal years 2010. 2011 and 2012 and
WHEREAS to assist in meeting the County Executive's budget task reduction. the Human
Resources Department has reviewea its operations and organizational structure and proposes a number of
position changes: and
WHEREAS the Human Resources Deparimenl proposes to delete two full-time positions. create
one full-time non-eligible position, re-title and transfer one position within the Human Resources
department and downwardly reclassify one positior; and
WHEREAS the results of this proposal wil: generate savings for Fiscal Year 2009 and beyond: and
NOW THEREFORE BE IT RESOLVED tnat the Oakland County Board of Commissioners
approves the following position changes in the Human Resources Department:
1. To delete two full-time eligible GFGP positions

Supervisor-Retirement (grade 15).
To create a new classification of Wellness Coordinator at salary grade 1 1 and non-exempt overtime,
5 To re-title the Supervisor-Administrative Services position (#01277) to Wellness Coordinator no
change in salary grade). transfer it from Recruitment & Workforce Ranning Administration Unit
(1050401) to Benefits Administration Division / Training & Development Unit (1050525). and change
the position's funding from GF/GP to PR (Fringe Benefit Fund).

Class Title: WELLNESS COORDINATOR
Department: Human Resources / Benefits Administration
Reports To: Supervisor-Training and Development
A. DESCRIPTION
GENERAL SUMMARY
Under direction, and in conjunction with the County's Employee Wellness Committee, builds awareness of the
County's Employee Wellness Program by organizing and marketing wellness-related programs offered by
organizations such as Weight Watchers, County Health division, Sheriffs Office, and others by leveraging
available resources. Represents the County by serving as liaison to other wellness-related committees and task
forces to improve the quality of life to not only County employees but the citizens of Oakland County such as
Oakland County Wellness Coalition, The Brooksie Way event, Wellness Expo on the Campus of Oakland
University, Fire and Ice event, and Childhood Obesity conference, Ensures employees have easy access to
health-related resources and tools to assist employees and their family members with making voluntary
behavior choices to improve their health and enhance their quality of life. Evaluates programs by keeping
statistical reports and makes recommendations to the Director on program changes. Participates in Welhiess
related vendor selection and review processes. Participates as an active member of the Automation Alley
Consortium and the Wellness Coalition. Utilizes current county-wide and/or department specific software to
complete assignments.
SUPERVISION EXERCISED
May function as a lead worker over students and volunteers.
TYPICAL DUTIES AND RESPONSIBILITIES
Coordinates the County's Employee Wellness Program, in conjunction with the County's Wellness Committee,
by organizing and marketing wellness-related programs offered by organizations such as Weight Watchers,
County Health division, Sheriffs Office, and others to educate employees regarding wellness strategies,
disease prevention, fitness, smoking cessation, nutrition and other healthy lifestyle options.
Plans, organizes and markets the Employee Wellness Program's annual Health Risk Screenings and
Assessments, annual Health and Wellness fair, and other County-wide educational classes such as Lunch 'll
Learn meetings, exercise classes, and other wellness initiatives.
Along with County Wellness Committee members, HR staff, County Ilealth Division, and outside resources
builds awareness and encourages participation of employees by coordinating incentive-based, wellness-related
competitions between employees.
Assists in the development of a comprehensive employee wellness program by working with other individuals
from the County Health department and wellness-related professional organizations as directed by the Director
of Human Resources.

Represents the County by serving as liaison to other wellness-related committees and task forces to improve the

Ensures wellness program seminar/workshop sessions are marketed, scheduled and conference rooms
organized to ensure the event is successful.
Prepares special publications to promote the Wellness initiative to employees such as preparing information,
events and facts on the Wellness website and special editions of the Wellness newsletter to promote the
program.
Organizes, markets and attends special Family Fun Day events such as swimming at local high schools and
a Winter Blast event at the County Parks Toboggan run for employee's families.
Prepares the Request for Proposal (RFP) when seeking out competitive bids for services rendered for the
Employee Wellness program in compliance with Oakland County procurement policies and guidelines. May
contact interested vendors. Participates in vendor selection process.
Maintains and submits accurate wellness financial, inventory and program participation records.
Ensures the confidentiality of participant information in compliance with HIPAA standards and other
regulations and policies.
Recommends and prepares the annual wellness work program, and participates in the annual work planning
and budget process.
Coordinates and prepares announcements, bulletins and promotional materials. Publishes County activities,
events, and services through appropriate media.
Participates in the Automation Alley consortium and Wellness Coalition as a committee member and volunteer
to assist in coordinating programs that represent Oakland County government.

B. QUALIFICATIONS
EXPRUENCE. TRANI-NG. KNOWLEDGE, SKILLS & ABILITIES
A. Minimum Qualifications
1. Possess an Associates degree from an accredited college or university with a major in
Recreation, Political Science, Public Administration, Business Administration, Psychology, or
related field; AND
2. Have at least five (5) years of full-time work experience performing human resource
activities, with two (2) years experience in planning, developing, implementing or promoting
programs.
3. Pass the complete examination, including the employment medical, required for this
classification.
Successfully complete the six-month probationary period.
B. Additional Desirable Qualifications
1. Considerable ability to present ideas effectively either orally or in writing.
2. Considerable ability to establish and maintain effective working relationships with other
employees, department/division managers, public officials, social organizations, volunteers
and the general public.
3. Considerable ability to organize, manage multiple projects and meet deadlines.
Considerable ability to exercise mature judgment and initiative in analyzing problems and
recommending solutions.
5. Considerable ability to perform a variety of assigned tasks and meet deadlines,

6, Reasonable knowledge of local organizations and resources used to support programs.
7, Reasonable knowledge of principles of governmental organization and administration.
8. Reasonable knowledge of Merit System Rules, county policies and procedures and

sheet and data base functions.
10. Reasonable knowledge of research methods and statistics.

IN RE: HUMAN RESOURCES DEPARTMENT — BUDGET TASK REDUCTIONS
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced resolution
and finds:
1) To meet the County Executive's budget task reduction for FY 2010, FY 2011 and FY 2012, the Human
Resources Department is proposing a reorganization of its operations, structure and positions.
2) The reorganization includes the following changes:
a. Delete one (1) GF/GP Full-time Eligible Office Assistant II position (1050402-03373) and one (1)
GF/GP Full-Time Eligible User Support Specialist I position (1050415-07868)
b. Create one (1) GF/GP Full-Time Non-Eligible Office Assistant II position.
c. Re-title and transfer of one (1) GF/GP Full-Time Eligible Supervisor Administrative Services
position (1050401-01277) to PR Full-Time Eligible Wellness Coordinator position within the Human
Resources Department (1050501) and funded by the Fringe Benefit Fund (#67800).
d. Downward reclassify one (1) PR Full-Time Eligible Supervisor-Human Resources position
(1050515-09579) from grade 16 to PR Full-Time Eligible Supervisor-Retirement position grade 15.
3) The annual savings realized in the General Fund (#10100) is $171,986 and $59,533 for the remainder
of FY 2009 (effective May 9, 2009), which will be used to offset the County Executive's Budget Task.
4) The reorganization will result in an annual cost of $47,651 and $16,494 for the remainder of FY 2009
within the Fringe Benefit Fund (#67800) ana offset by revenue from Income from Investments.
5) A budget amendment to the FY 2009 and FY 2010 Budget is recommended as follows:
