Chairperson, Ladies and Gentlemen:
WHEREAS federal grant finding far Ilameiessricss Prevention and Rapid Re-housing Program
(HPRP) grant is authorized pursuant to Title XII of H.R. I, The American RCcovery and Reinvestment Act of
2009 (Public Law 11 1-0.5): U.S. Department of Housing and Urban Development (HUD) Docket No. FR-5307-
N-0l: CFDA Number 14.257: and
WHEREAS HUD awarded 2000 HPRP funds totaling 5E553232 to Oakland County as a substantial
amendment to the Consolidated Plan 2008 Annual Action Plan: and
WHEREAS the Oakland County Board of Commissioners authorized submittal of the Oakland County
2008 Substantial Amendment for the 2009 HPRP uant to HUD; and
WHEREAS HPRP provides emergency financial and case management assistance to individuals and
families who would otherwise become homeless and help those who are experiencing homelessness to be
quickly re-housed and stahilized: and
WHEREAS the HPRP emergency services will be delivered under contract with Oakland County
based public service agencies through a request for proposa:s process; and
WHEREAS total program revenue for HPRP is the federal grant allocation of $1,553,232 and no
County fUnds are required; and
WHEREAS the fund schedule and program description tin - the 2009 HPRP program appear in
attachment A; and
WHEREAS the IIPRP grant agreement has been reviewed by County Executive Departments through
the County grant process (MR. i,01320); and
WHEREAS acceptance of this grant does not obligate Oakland County to any future commitment.
NOW THEREFORE BEll RESOLVED that the Oakland County Board of Commissioners accepts
2009 Homelessness Prevention and Rapid Re-housing Program grant funding from the U.S. Department of
Housing and Urban Development in the amount of $1,553,232.
BE IT FURTHER RESOLVED that the 2008 Annual Action Plan and Consolidated Grant be amended
to reflect the 2009 HPRP Substantial Amendment of $1,553,232.
BE IT FURTHER RESOLVED that the fature level of service, including personnel, will be contingent
upon the level of Federal funding available for this program.
BE IT Fl1RTHER RESOLVED that the Oakland County Board of Commissioners authorizes both the
Board of Commissioners Chairperson and the County Executive to execute the grant agreements and to
approve amendment!, and extensions up to fifteen (13) percent variance from the award, consistent with the
agreement as originally approved.

Oakland County HPRP Allocation: $1,553,232
Program Description: HPRP provides emergency financial and case management assistance to
individuals and families who would otherwise become homeless and help those who are experiencing
homelessness to be quickly re-housed and stabilized. HPRF' helps families who are either homeless or
at risk of becoming homeless to pay rent, make security deposits, pay utility bills and cover other
housing expenses. It also provides funds to help these families receive appropriate services related to
housing search and retention. Note: Mortgage payments are not eligible under HPRP,
Funding Delivery: The U.S. Department of Housing and Urban Development (HUD) delivers 2009
HPRP funding through a substantial amendment to the Oakland County Consolidated Plan., 2008
Action Plan. Sixty percent of HPRP funds must be expended within two years from the date HUD
signs the grant agreements and 100 percent of funds must be spent by March 19, 2012.
Program Design: HUD allows grantees the discretion to develop prevention and/or rapid re-housing
programs that meet locally-defined needs. Emergency funds must be targeted and prioritized to serve
households that are most in need of this temporary assistance and are most likely to achieve stable
housing, whether subsidized or unsubsidized, outside of HPRP after the program concludes.
The Community & Home Improvement Division proposes to contract HPRP funds through a Request
for Proposals process to Oakland County based non-profit agencies. Selected agencies must have
substantial case management capacity to deliver emergency homeless prevention and rapid re-housing
services to eligible clients.
Program Administration: Community & Home Improvement will retain 5% of the IIPRP grant
allowable for program administration, Administration includes contract development, grant oversight
and monitoring, mandated performance reports, record keeping and contract payments. Community &
Home Improvement procures an HPRP Coordinator two days per week through the Economic
Development & Community Affairs Planning & Economic Development Services Division to
administer the program over a two year period.
HPRP requires grantees and contracted agencies to deliver client and performance data as well as
quarterly performance reports through the electronic data collection and reporting Homeless
Management Information System (HMIS). HMIS technical support and data analysis will be
contracted through the HPRP RFP process with a lead HPRP agency.

Estimated Budget Summary: HUD requires the grantee to complete the following budget by eligible
activity category so that participants in the citizen participation process may see the grantee's
estimated amounts for various HPRP activities. The grantee will be required to report actual amounts

The budget is based on risk factors and urgent priority needs identified by eight non-profit
organizations that currently deliver public emergency services to prevent or address homelessness in
Oakland County,

2009 (Recovery Act). Congress crafted legislation and allocated funding for communities to

homeless and to help those who are experiencing homelessness to be quickly re-housed and
stabilized.
HPRP is one of several Recovery Act grant programs authorized under the Obama
administration. HUD encourages HPRP grantees to collaborate with eligible entities to maximize
the expeditious and coordinated use of all Recovery Act funds. HUD further encourages grantees to

GRANT AGREEMENT
HOMELESSNESS PREVENTION AND RAPID RE-HOUSING PROGRAM
This Grant Agreement is made by and between the U.S. Department of Housing and Urban
Development (HUD) and Oakland County (Grantee) for the Homelessness Prevention and Rapid
Re-Housing Program (HPRP) in the amount of $ I ,553,232pursuant to the provisions under the
Homelessness P=Tisjaa.LuAcuit-I cif Division A, Title XII of the American Recovery and
Reinvestment Act of 2009, Public Law 111-5, 123 Stat. 115 (Feb. 17,2009) (Recovery Act). The
requirements set forth in the Notice of Allocations, Application Procedures, and Requirements for
Homelessness Prevention and Rapid Re-Housing Program Grantees under the American Recovery
and Reinvestment Act of 2009, dated on March 19, 2009 and as may be amended (the Notice), the
requirements set forth under the Homelessness Prevention Fund hearing of Title XII, and sections
1512, 1515, and 1553 of the Recovery Act, and the Grantee's submissions pursuant to the Notice
are incorporated as part of this Agreement.
In reliance upon the Grantee's submissions pursuant to the Notice, HUD agrees, upon
execution of this Grant Acereement, to provide the Grantee with the agreed HPRP grant funds. The
Grantee agrees to distribute and use its HPRP grant funds as specified in the submission to HUD
that 111..7D approved pursuant to the Notice.
The Grantee is responsible for ensuring that each entity that administers all or a portion of
the Grantee's HPRP grant funds or receives all or a portion of the Grantee's HPRP grant funds to
carry out HPRP activities fiilly complies with the HPRP requirements.
The period of this Grant Agreement begins on the date the HUD official signs this Grant
Agreement (Availability Date) and ends on the date that is three years after the Availability Date.
The Grantee authorizes HUD to increase the amount cif HPRP grant funds available to the
Grantee pursuant to this Grant Agreement by execution of an amendment by HUD, without the
Grantee's execution of the amendment or other consent. If the Grantee fails to expend 60 percent
of the grant within 2 years of the Availability Date HUD may, by its execution of an amendment,
deobligate the funds required to be expended without the Grantee's execution of the amendment
or other consent.
