HomeMy WebLinkAboutResolutions - 2009.09.24 - 9960REPORT September 24, 2009 BY: Finance Committee, Thomas Middleton, Chairperson IN RE: MR #09161 Board of Commissioners—Urge County Commissioners to Voluntarily Reduce their FY 2010 and FY 2011 pay at the Same Rate as County Employees To: The Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: The Finance Committee, having reviewed the above-referenced resolution on September 17, 2009, reports with the recommendation that the following amendments be made. NOW THEREFORE BE IT RESOLVED that if the County Board of Commissioners adopts a 2010, 2011, 2012 budget that includes the across the board pay reductions for all county employees, that all County Commissioners are strongly urged to voluntarily return to Oakland County the same percentage cut in net gross pay imposed on county employees, starting October 1, 2009 as well any additienal cut ha Ret pay beginning October-1,2-04-0 starting with the pay period beginning September 26, 2009. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners hereby sets the salary for the 2011 and 2012 County Commissioner term of office as a "me too" consistent with the same percentage of salary decrease imposed upon Oakland County employees for 2011 and the same amount of increase or decrease provided to Oakland County employees in 2012. This resolution encourages Commissioners to voluntarily contribute a portion of their salary, to the County, in an amount that equates to the proposed general salary reduction of 2.5% for FY 2010 and another 2.5% for FY 2011. However since commissioners' salaries are based upon the calendar year, the voluntary donation would begin in January 2010 and January 2011. The Fiscal Services Payroll Unit has calculated the following amounts: 2010 Annual Commissioner Salary (from FY 2009 schedule) 2.5% deduction (annual contribution) Bi-Weekly Contribution (26 pays) 2011 Annual Commissioner Salary (adjusted for 2010 deduction) 2.5% deduction (annual contribution) Bi-Weekly Contribution (26 pays) $33,782,00 $844.55 $32,48 $32,937.45 $823.43 $31.67 Should an individual commissioner wish to participate by donating a portion of their salary, there are two methods to accomplish this: The preferred method is simply authorizing a payroll deduction, This can be accomplished by completing a deduction form (sample attached) and submitting that form to Fiscal Services - Payroll. With the completion of the form, the amount of the donation will be automatically removed from your check and donated on a bi-weekly basis. 2. A commissioner could also send a check for the annual amount (or quarterly if they prefer). Such a check should be made out to "The County of Oakland" with "pay donation- listed on the memo line. The Oakland County Board of Commissioners authorizes to voluntarily contribute a 2.5% portion of their salary for FY 2010 and FY 2011 to the County. 2. 2.5% of the 2010 Commissioners' salary equals $845 annually and 2.5% of the planned 2011 Commissioners' salary equals $823 annually. 2. If all twenty-five (25) Commissioners made a voluntary annual contribution to the County, this would result in revenue of $15,844 for FY 2010 and $20,700 for FY 2011. 3. A budget amendment will be made to amend the FY 2010 and FY 2011 budget with the first quarter forecast when a final amount is determined.
