:N RE: BOARD OF COMMISSIONERS - URGE THE U.S. CENSUS BUREAU TO INCLUDE
CITIZENSHIP STATUS ON THE 2010 CENSUS QUESTIONAIRE
70 THE OAKLAND CO1;NTY BOARD OF COMMTSSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS Artice I Sootion 2 of the United States ::::j:stitution requires
that 7.; census be conducted every ten years, and
WHEREAS the tjELSUS is used to apportion seas in the House of
Representatives, electoral votes, redraw ce,ngressihnal distrcts, arc,
governmen:_ prcdram funding, and
WHEREAS in fiscal year 2003, the Government Accounting Cffice
found that 85 -6 of federal government obligations in qrants to state and
local go7ernments were distributed on the basis of formulas that use
data such as population and income, and
WHEREAS fq,derui programs that are distriouted on the basis of
population include, but are not Limited to, Social Services Bieck Grant
:SSDG), Wurkforce development, Community Development Block Gr.ants
Yedicaid, Foster Care, Adoption Assistance, reads and
trarspurtTit'ion grants and ctners, and
WHEREAS the census figures are based on actual counts of pers ons Living
in the Thited St;ites, including citizens, non-citizen legaL residents,
non-citizen long tern visitors, and illegal immigtatts, and
WHEREAS the census questionnaires have evolved over time to include
much mcre Information about_ the population of the ',:nited States, and
WHEREAS iL is imperative to know how many residents are citizens and
lega_ residents of the 7„;nited States,
NOW THEREFORE BE IT RESOIVi.D that the Oaklard County Board of
Commissioners urge the Census Bureau to Inc:ude citizen6tip status on
the questionnaire for the 2013 census_
