SERVICES - AREA AGENCY ON AGING 1-B FISCAL YEAR 2010 ANNUAL
APPROPRIATION FOR SERVICES TO OLDER ADULTS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS in Michigan, the Older Michiganians Act (Public Act 180 of 1981) authorizes
the Michigan Office of Services to the Aging to serve as the State unit on aging and specifies
the powers and duties of the State's designated area agencies on aging; and
WHEREAS the Agency on Aging 1-B (AAA1-B) is a private nonprofit organization
responsible for planning, coordinating, and funding older adult services in Livingston, Macomb,
Monroe, Oakland, St. Clair and Washtenaw Counties; and
WHEREAS the Area Agency on Aging 1-B has been supporting services to Oakland
County residents since 1974; and
WHEREAS the Area Agency on Aging 1-B has assessed the needs of older county
residents and developed a plan to provide assistance that addresses identified needs; and
WHEREAS the proposed plan has been submitted for review by the public, and has
been subjected to two public hearings; and
WHEREAS the comments at the public hearings on the proposed plan were mostly
favorable, and constructive changes in the plan were made as a result of some comments; and
WHEREAS the Oakland County Board of Commissioners appoints two representatives
to the AAA 1-B Board of Directors, a County Commissioner and a county resident who is at
least 60 years of age; and
WHEREAS the Michigan Office of Services to the Aging requires that county boards of
commissioners be given the opportunity to review and approve area agency on aging multi-year
area plans and annual implementation plans.
WHEREAS MR #09153 approved the Area Agency on Aging 1-B Fiscal Year 10-
12 Multi-Year Implementation Plan.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners hereby approves the Fiscal Year 2010 annual appropriation for the Area
Agency on Aging 1-B,
BE IT FURTHER RESOLVED that the Oakland County Clerk forward a copy of this
adopted resolution and minutes of the Board of Commissioners' meeting where such action was
taken to the Area Agency on Aging 1-B,

Re: AAA 1-B LOCAL MATCH BUDGET REQUEST
I am pleased to submit the Area Agency on Aging 1-8 (AAA 1-B) local match
requests for inclusion in Oakland County's 2010 budget. The request is for
$80.472 in 2010 to meet the local match requirements for federal Older
Americans Act and state resources. The enclosed "AAA 1-B formula for County
Allocation Requests" (Attachments A) and the contribution levels have been
approved by the AAA 1-B Board of Directors. Oakland County is represented on
the MA 1-8 Board Directors by Ms. Jan Dolan and Commissioner Helaine Zack.
Please note that the "AAA 1-B Formula for County Allocation Requests" is
structured on the 2000 Census and does not exceed the FY 2009 budget
request. Oakland County's share of the region's local match assists in
supporting the administration, program development, advocacy, and
purchasing/contracting responsibilities for over $28 million in delivery of services
to older adults who require supportive care in order to maintain their
independence.
AAA 1-B Purpose, Obiectives. and Supported Services:
The AAA 1-8 is a private non-profit 'regional planning, coordinating, funding and
advocating organization for a variety of services to older adults and adults with a
disability in Livingston, Macomb, Monroe, Oakland, St. Clair and Washtenaw
Counties. The AAA 1-B: 1) advocates on issues of concern to .older men and
women; 2) allocates/purchases with Older Americans Act and state funds home
and community-based services and nutritional meals; 3) develops -new older
adult service programs to address gaps and emerging service needs; 4)
coordinates and collaborates with local entities, relative to activities/ service needs
within their communities; and 5) assesses the needs• of disabled adults and
older persons and ensures access to needed community-based long term care
services.

The AM 1-B places a priority on the development and provision of in-home and
community-based services which enhance the independence and dignity of older adults to
continue living in a residence of their choice. Services purchased by the AAA 1-B are
particularly targeted to meeting the service assistance needs of frail, low-income and
minority older adults.
In FY 2010, the AAA 1-B is contracting and/or purchasing from a pool of providers
over $10,000,000 for services to older adults residing in Oakland County.

Oakland Program/Service Development Activiti-s:
The 10th Annual Solutions for Family Caregivers Expo, held October 24, 2009, at the
Diamond Center of the Rock Financial Showplace in Novi, broke an attendance record with
over 1.085 individuals attending to visit with exhibitors and attend numerous presentations
on care giving topics. Nineteen caregivers used the on-site respite care giving them the
opportunity to attend the event while their older or disabled loved one received quality care.
The AAA 1-B continues to be Michigan's leader in enrolling older adults and persons with a
disability into the MI Choice Medicaid Waiver program. MI Choice utilizes Medicaid funding
to assist persons requiring a nursing home level of care to receive community-based long
term care assistance in their home. As of June, 2009, the AAA 1-B served 575 Oakland
County residents in the Medicaid Waiver program in FY 2009.
As of October 1, 2009, there are 679 Ml Choice individuals residing in the community who
are on our wait list to enroll into the Medicaid Waiver and AAA 1-B's Community Support
Services programs. The AAA 1-B continues to advocate that state officials re-open access
to the Medicaid Waiver.
The AAA 1-B continued its county program development and coordination activities through
participation in the Oakland County Senior Coordinating Aging Network, Oakland County
Transportation Coordination Committee, North Oakland Transportation Authority, and
Oakland County Senior Needs Study Coalition.
In addition, the AAA 1-B serves as a member of the Oakland County Human Services
Collaborative Council (HSCC). AAA 1-B participation on the HSCC makes the county
eligible to receive state funds that can support multi-agency initiatives. The HSCC is a
recipient of state Strong Families Safe Children funding, which may address services to
grandparents who are raising grandchildren.
A consequence of the county's very low unemployment rate has been that many agencies
which provide direct in-home care to older and disabled persons are struggling to attract
and retain employees. The AAA 1-B has provided leadership to address this problem
through the formation of the Oakland County In-Home Vendor Council. The council has

undertaken a number of activities to attract new workers to this area, and to secure
increased revenues for providers of homemaking services. We have worked with provider
agencies to eliminate the reimbursement caps in the fee screen amount, which limits the
amount the AAA 1-B can reimburse vendors for homemaking services, from the Department
of Community Health. In addition, we have worked to resolve provider concerns about the
limited reimbursement for mileage when home health aides perform errands for the
homebound using their own vehicles.
The MA 1-B continues to play an active role in community efforts to address the unmet
transportation needs of older Oakland County residents and adults with a disability. We
serve on the Boards of Directors for Troy Medi-Go Plus and the North Oakland
Transportation Authority, and are an active member of the West Oakland Transportation
Advisory Council. We are also a member of the Regional Elder Mobility Alliance. Our
resource development efforts included securing $75,000 in grants to support a
transportation consolidation and enhancement study for communities along the M-59
corridor west of Pontiac, and development of a business operations plan.
The Mobility Options Counseling Program assists older drivers and caregivers in planning
for mobility needs, alternative transportation, driving education and cessation, and other
mobility resources. Through the Mobility Options Counseling Project, a training manual for
Affiance of Information and Referral Systems (AIRS) certified Resource Specialists has
been developed and a training session for AAA 1-B Resource Center staff was held. This
manual gives resource specialists a comprehensive tool to further guide them in assisting
mobility related calls. To date, over 200 callers have been surveyed regarding
transportation. The data will be compiled and shared with various agencies to identify
service and other gaps. A web-based component to assist with mobility related issues is
under development and will be implemented in November, 2009. A $32,000 grant was
secured from the United Way Community Services to develop this program,
The AAA 1-B has received contributions and secured grants to help support those we
serve. $7,000 in corporate contributions was designated for the purchase of gas cards to
help recruit and retain volunteer drivers for home-delivered meals during a period of
economic downturn and rising gas prices. A $10.000 grant was secured that enabled the
AAA 1-B to publish information about the DTV conversion, contact 1,200 low-income
homebound older persons by phone to determine whether they were ready for the
conversion, and assist them with acquiring and installing DTV convertor boxes. The majority
of those who received assistance reside in Oakland County. A $7,500 grant from the
Community Foundation for Southeast Michigan was secured for a public/private partnership
project between AAA 1-B. Critical Signal Technologies and the Community Foundation for
Southeast Michigan to provide Personal Emergency Response System devices to frail older
adults and persons with a disability who are on the wait list for AAA 1-B In-Home Services.
Also secured is a renewable grant, from the American House Foundation, to assist
individuals aged 55 and over with unmet needs, such as housing emergencies, medication,
transportation, food, therapy and counseling and medical equipment.

A total of $51,048 was raised to support Holiday Meals on Wheels and Unmet Needs
across the six county region served by the AAA 1-B. A total of 2,177 seniors residing in
Oakland County will receive a warm, festive holiday meal on Thanksgiving, Hannukah,
Christmas, New Years Day, Easter or Passover.
Summary:
Since 1974, the AAA 1-B has worked in partnership with Oakland County, and the other
counties in Region 1-B, to plan, develop, and financially support a comprehensive array of
home and community-based services reaching older adults and adults with a disability. The
partnership, we believe, has been a highly successful and productive one. Shared planning
has taken place, programs and services have been jointly funded, and thousands of older
adults have received the help necessary to remain in their own homes. This is a record of
achievement for which we can all be justly proud.
The AAA 1-B Board of Directors and staff are appreciative of the participation and support
given to the AAA 1-B by Oakland County. Your continued support will help to ensure that
essential services are available to those elders in greatest need,

Chairperson, Ladies and Gentlemen.
Pursuant to Rule XII-C of this Board, the Finance Committee, has reviewed the above referenced
resolution, and finds:
1. The Area Agency on Aging 1-B (AAA1-B) has been supporting services to Oakland
County residents since 1974. This agency is a private nonprofit organization responsible
for planning, coordinating, and funding older adult services in Livingston, Macomb,
Monroe. Oakland, St. Clair, and Washtenaw Counties.
2. The Michigan Office of Services requires the County Board of Commissioners be given
the opportunity to review and approve area agency on aging multi-year area plans and
annual implementation plans.
3. Funding for the FY 2010 Annual Implementation Plan contract is included in the FY 2010
Department of Health and Human Services Adopted Budget. Therefore no amendment is
recommended.
